قابل توجه موسسین و مدیران باشگاه های ورزشی دولتی و خصوصی به کار گیری مربیان فاقد مربیگری و مربیان که از تاریخ صدور مدرک آنها 3 سال گذشته باشد در اماکن ورزشی دولتی و خصوصی ممنوع بوده و در صورت مشاهده آن مکان مصادیق تخلفات درجه دو محسوب می شود. بر اساس مفاد دستورالعمل در صورت احراز این تخلف مجازات تعطیلی موقت باشگاه تا مدت دو ماه برای باشگاه متخلف قابل اعمال خواهد بود
